The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) imposed sanctions on 12 executives and senior managers at Kaspersky Lab, a day after the Russian company was banned by the Commerce Department.
The move “underscores our commitment to ensuring the integrity of the cyber domain and protecting our citizens from malicious cyber threats,” said Brian E. Nelson, undersecretary of the Treasury for Counterterrorism and Financial Intelligence.
“The United States will take action where necessary to hold accountable those who facilitate or enable these activities.”
However, OFAC noted that the sanctions do not apply to Kaspersky Lab, its parent company or subsidiaries, or its founder and CEO, Eugene Kaspersky. The 12 C-level and senior executives targeted in the sanctions are:
- Andrey Gennadievich Tikhonov, COO and Managing Director
- Daniil Sergeevich Borshev, Deputy CEO and Managing Director
- Andrey Anatolyevich Efremov, Chief Business Development Officer and Director
- Igor Gennadievich Chekunov, Chief Legal Officer and Director
- Andrey Petrovich Dukhvalov, Vice President and Director of Future Technologies
- Andrey Anatolyevich Suvorov, Head of Operating Systems Division at Kaspersky Lab
- Denis Vladimirovich Zenkin, Head of Corporate Communications
- Marina Mikhailovna Alekseeva, Chief Human Resources Officer
- Mikhail Yuryevich Gerber, Executive Vice President, Consumer Business
- Anton Mikhailovich Ivanov, Chief Technology Officer
- Kirill Alexandrovich Astrakhan, Executive Vice President of Corporate Business
- Anna Vladimirovna Kurashova, Managing Director for Russia and CIS
The move follows a Commerce Department action banning Kaspersky Lab from providing software and other security services in the United States starting July 20, 2024, citing national security concerns. The company is also on the Entity List.
Russia argues that the Kaspersky Lab software ban is a typical U.S. move to thwart foreign competition from American products. Kaspersky Lab denies it has any ties to the Russian government.
